The reason it is a bit difficult for South Korea to accept different cultures into their society is because of most parents are very conservative which creates this 'xenophobic' notion of South Korea. This does not that the whole country of South Korea does accept foreigners into their country, there are also many people who challenging their perception to be more open minded and accepting.
One of the many initiatives that in South Korea, there has been a public policy that was a passed to have publicly funded schools for multicultural children. Since there are many multicultural families that are common in South Korea, the students face discrimination in regular school settings. Many of the Korean students "bully their [the multicultural students]...they're teased about the way they look or talk" (PRI, 2012). There are many positive benefits that implementing diverse schools and accepting people from multicultural families, would help increase the birth rate in South Korea. By bringing in in different cultures, not only provides diversity, but it also brings new and progressive ideas that will be able to challenge Koreans to think critically about different issues and viewpoints. Also, by having the government involved could potentially help alleviate any racial tensions that are in classroom.
